Below is the public notice for the Triennial Child Care and Development Fund State Plan that needs to be submitted by June 30 to our federal partners. This plan drives a lot of the work that the Department, as the lead agency, is doing for child care in Rhode Island and is a snapshot of what we have been, and will continue to do, with our CCDF funding for the upcoming three years. This plan is due July 1 and becomes “active” October 1 – so if there are things on there as you look and have questions – chances are we are working on it now.
As the CCDF Administrator, I would love your feedback! It’s a long document, but it is important to ensure we haven’t missed anything. Please see the notice below and reach out if you have any feedback about this document at all.

In accordance with Rhode Island General Laws (RIGL) 42-35 and 45 CFR 98.14, notice is hereby given that the Department of Human Services (DHS) Office of Child Care proposes the following DHS State Plan: Child Care and Development Fund (CCDF) Plan for Rhode Island FFY 2025-2027.
As required by the Child Care Development Block Grant, this CCDF Plan serves as Rhode Island’s application for a three-year cycle of CCDF funds and is the primary mechanism used to determine Lead Agency (DHS) compliance with the requirements of the statute and regulations. The CCDF Plan is a fundamental part of OCC’s oversight of CCDF and is designed to align with and complement other oversight mechanisms including administrative and financial data reporting, the monitoring process, error rate reporting, audits, and the annual Quality Progress Report.
A public hearing conducted by the DHS Office of Child Care will be held to consider the proposed plan on Monday, June 3, 2024, at 4:00 P.M. at DHS, Louis Pasteur Building, 25 Howard Avenue, Building #57, Cranston, RI 02920. It will be held in the West Wing Conference Room on the first floor (Room #110). Persons wishing to testify may do so by signing up at the hearing or by submitting written testimony by Friday, May 31, 2024, to Nicole Chiello, Assistant Director, Office of Child Care, Department of Human Services, Louis Pasteur Building, 25 Howard Avenue, Building #57, Cranston RI 02920, or by emailing the testimony to nicole.chiello@dhs.ri.gov.
The hearing will begin at 4:00 P.M. and will conclude when the last speaker finishes their testimony or at 6:00 P.M., whichever comes first. The DHS Louis Pasteur Building is accessible to persons with disabilities and Spanish transition will be available during this public hearing. Individuals with hearing impairments may request an interpreter’s presence by calling 711 or RI Relay at 1-800-745-6575 (Voice) or 1-800-745-5555 (TTY). Requests for this service must be at least 72 hours in advance of the hearing date.
