This two-part series will provide administrators and teachers with a review of the key components of the Early Childhood Environment Rating Scale (ECERS-3) tool.

An ITERS-3 Refresher for Administrators and Teachers – Online Series
This two-part series will provide administrators and teachers with a review of the key components of the Infant and Toddler Environment Rating Scale (ITERS-3) tool.

Early Care and Education Leader Community of Practice – In-person Series
The goal of this community of practice is to create a supportive environment for leaders in early care and education to share ideas, problem-solve, and deepen their understanding of leadership. We will facilitate content based on the needs and interests of the group, but we are also hoping that each participant will bring their own questions, concerns, and contributions to the table.
First Monday of the month starting October 1st and ending May 6th from 3:00 – 5:00pm at the Center for Early Learning Professionals

RISES & All-Provider Update
Valued providers,
I hope everyone is having a great start to the school year. I wanted to take the opportunity to provide you with some important updates regarding both RISES and our next All Provider Meetings occurring in October (see dates below). I also wanted to make you aware that DHS Office of Child Care e-mails will be sent more frequently moving forward. While in the last few weeks they have slowed down, we have lots of exciting changes and updates that we will be sharing with you. I urge you to check your inbox often to ensure you do not miss any important information.
Thank you all so much for your hard work and dedication getting into the RISES system, asking questions and providing feedback. We truly do recognize the additional work this has created for you as providers as we launch the system. We cannot express enough how grateful we are for your help. Continue to send us over any questions, comments or concerns regarding the system – and as always, put in tickets or send an email to rises.support@dhs.ri.gov if you have questions!
Release 3 of the RISES system went live today Tuesday, September 16th. This release includes numerous additions to the system, that will streamline the process for both for the provider community as well as for us here at DHS.
First, Release 3 creates a case management system that allows DHS to correspond with all of our technical assistance vendors to ensure that you, as providers engaging with those vendors, are getting what you need. This release also allows us to have the information all in one digital location. This newest functionality in RISES is internal (not visible to the public) and allows those of us at DHS to correspond directly with our partners, (LISC, RIAEYC, and the CELP, as examples) in one system to ensure that technical assistance to your programs is happening quickly and efficiently.
Release 3 also has the RI Pre-K application. For those of you who are currently RI Pre-K programs, you’ll receive more information from RIDE in the coming weeks about how this impacts you. For those who are not RI pre-K providers, this is the place moving forward where, as seats open, you’ll be able to apply to become a RI Pre-K grantee.
Last, but most certainly not least, we launched an all-new consumer website. We appreciate your patience as we navigated the earlylearningprograms.dhs.ri.gov platform. We recognize that we needed an easier, more efficient system for you all. This utilizes the information that you have already entered in RISES to market yourself to those looking to find care. You can find this website at Consumer Search | Rhode Island Start Early System (RISES). You can bookmark the website for now – but we will be moving it to our earlylearning platform in the coming week.
THANK YOU to the over 300 of you who provided incentivization forms in order to be eligible for the stipend. We are hoping to get them all wrapped up in the next week so please rest assured if you haven’t heard from us, you will shortly!
While we are no longer accepting applications for the incentivization stipend, please note that you will have until the end of the month to complete your Initial Data Documentation Application. The purpose of this application is to make sure all of your information is in the system and correct on the consumer website prior to your renewal date. Please take the time to at least complete the application, even if you prefer to not submit documents at this time. Because this is the information that feeds the consumer website, the faster you complete it, the more accurate your information will be. As of 9/30, we will be taking down the Initial Data Documentation application.
I also wanted to extend my apologies regarding the All-Provider Meeting – while I had the date on the PowerPoint presentation, I did not have it on my calendar. We will be pushing it out a few weeks and the dates and sign ups are below!

Child Care WAGE$ Update
We’re excited to announce the launch of the CHILD CARE WAGE$ Rhode Island Program, providing wage supplements to highly qualified early childhood educators across the state. While the goals of the new program remain aligned with those of the Step Up to WAGE$ pilot program, there are a few key changes to the structure and eligibility requirements between both programs.
As a result, some individuals who qualified for the Step Up to WAGE$ pilot program may find they are no longer eligible under the updated criteria. We recognize this may be disappointing, and we want to emphasize that these changes are intended to help us focus our limited resources where they can have the greatest impact, based on what we’ve learned from the pilot.
To qualify, applicants must:
- Hold one of the eligible roles: teachers, assistant teachers, floaters and family child care providers of children ages birth-5 without holding dual roles.
- Earn $23 per hour or less
- Register with the Rhode Island Early Childhood Education Workforce Registry (RISES).
- Meet a level of education appearing on the WAGE$ supplement scale (if awarded at a temporary education level, participants must increase their education within two years to retain eligibility.*)

Please note that all applications must be submitted online through the WAGE$ official application portal. Unfortunately, paper applications will not be accepted. The WAGE$ team will be available to help with the online application process.
More detailed information about the new program, including eligibility guidelines and how to apply, is available on https://riaeyc.org/child-care-wage/. We strongly encourage all past participants to review these updates, as you may still be eligible under the revised criteria.

DHS, RICDHH Offers Walk-In Appointments with American Sign Language Services
The Rhode Island Department of Human Services and the Rhode Island Commission on the Deaf and Hard of Hearing are collaborating to offer a series of walk-in appointments at the DHS office located in Pawtucket.
Walk-in American Sign Language services will be available on the following dates at the Pawtucket Office, located at 249 Roosevelt Ave., Pawtucket, RI 02860. Free parking is available.
- Thursday, October 23, 9 – 12 pm
- Thursday, November 13, 9 – 12 pm
- Thursday, December 11, 9 – 12 pm

Join RIAEYC for the Rhode Island premiere of MAKE A CIRCLE, a love letter to early educators, and a rallying cry for a child care system in crisis. The movie will be followed immediately by a panel with the film’s director and local early education advocates and leaders! Breakfast provided prior to the film.
RIAEYC is hosting the movie on Saturday October 11th from 9:30am – 12:30pm at the Showcase Cinema in Warwick. You can receive 3 hours of PD.

RISES & Actualización de todos los proveedores

Espero que todos estén teniendo un gran comienzo de año escolar. Quería aprovechar la oportunidad para brindarle algunas actualizaciones importantes sobre RISES y nuestras próximas reuniones de todos los proveedores que se llevarán a cabo en octubre (consulte las fechas a continuación). También quería informarles que los correos electrónicos de la Oficina de Cuidado Infantil del DHS se enviarán con más frecuencia en el futuro. Actualización de WAGE$ para el Cuidado Infantil
Nos complace anunciar el lanzamiento del programa CHILD CARE WAGE$ Rhode Island, que proporciona suplementos salariales a educadores de la primera infancia altamente calificados en todo el estado. Si bien los objetivos del nuevo programa siguen alineados con los del programa piloto Step Up to WAGE$, hay algunos cambios clave en la estructura y los requisitos de elegibilidad entre ambos programas.
Como resultado, algunas personas que calificaron para el programa piloto Step Up to WAGE$ podrían descubrir que ya no son elegibles bajo los criterios actualizados. Reconocemos que esto puede ser decepcionante y queremos enfatizar que estos cambios están destinados a ayudarnos a enfocar nuestros recursos limitados donde puedan tener el mayor impacto, basado en lo que aprendimos del piloto.
Para calificar, los solicitantes deben:
