Using Picture Books to Support Social and Emotional Learning and Beyond – Online
Children’s books can be used to teach all of the Rhode Island Early Learning and Development Standards (RIELDS). This series will focus on how participants can choose and use high-quality picture books to support children in the following areas: Social and Emotional Development, Cognitive Development, and Language Development.

How to talk so children will listen, learn and connect: Using Intentional Language with Young Children to Support Emotional and Academic Development – Online
How we talk and communicate with children can significantly impact their emotional and academic engagement, both in school and in their daily lives. In this training, participants will learn about the power of teacher language, the impact of verbal and nonverbal language strategies with children’s learning and development, and how to implement and try these strategies in the classroom. Please join us in learning different classroom communication styles and ways to implement more effective and assertive teacher language to support the children you work with.
This series will be facilitated by Chrissy Johansen, an educational consultant.

Using the SACERS-U to Improve Program Quality – Online
This two-part series will provide school-age educators with an overview of the components of the School-Age Care Environment Rating Scale (SACERS-U) tool. Participants will build their understanding of key concepts, terms, and definitions in the tool, discuss strategies to prepare for a BrightStars SACERS assessment within their program, and ways to use the tool for program self-assessment and continuous quality improvement.

This is an online course developed by CELP with funding from the Rhode Island Department of Human Services. The course presents a deeper dive into the signs of different types of child abuse and neglect, national and state data related to abuse and neglect, and the role of the early childhood professional. This training is designed to follow the overview course titled, RI Child Abuse and Neglect: Keeping Rhode Island’s Children Safe at All Times.

Comprehensive Background Check Update
Valued Providers –
We are issuing the following update today re: the AG’s Office and no cost comprehensive background checks.
We continue to truly understand the staffing crisis in the child care sector and want to ensure there are no major barriers to cost for hiring staff. RIAG will continue to waive all fees associated with the comprehensive background check for child care staff and redirect those costs to DHS to reimburse through quarterly invoices until June 30, 2026.
Child care center staff, family child care providers and household members will still be required to provide a signed Affidavit from their DHS-licensed employer validating their employment prior to having RIAG process the comprehensive background check. The signed affidavit will be the way you are able to receive a comprehensive fingerprint at no cost. If you do not have the affidavit, the RIAG’s office cannot confirm that you are a child care employee.
An important reminder about this process is that when you get your no-cost comprehensive fingerprints completed at the AG’s office, you will receive two separate documents that both count as part of your comprehensive fingerprints.
- Your local BCI will be provided to you real time, which is one of the pieces of your full comprehensive background check. You are responsible for making sure your employer gets a copy of this document.
- Your comprehensive criminal background check will be provided within 48 hours after you go to the AG’s office. It will be emailed to the email address at the bottom of your affidavit, and if you provided an e-mail, it will also be sent to you. This encompasses the remaining items for your full comprehensive background clearance.
Both of these are equally as important when thinking of a full comprehensive background check and you will need both to be considered “compliant” and have a full check.
The waived fingerprint cost is only applicable at the Attorney General’s office. Local police, at their discretion, are still providing comprehensive fingerprints but this waived fee is only available at the RIAG’s office in Cranston, Rhode Island.

CCAP Portal Multi-Factor Authentication
Dear CCAP providers,
Update: Starting Saturday May 3, 2025, the CCAP provider portal will require multi-factor authentication (MFA).
Beginning Saturday May 3, 2025, after entering your username and password each time you log into the portal, a one-time password (OTP) will be sent to the email address linked to your provider portal account. You will need that one-time password to finish logging in to the portal each time. Please check to make sure you have access to the email account linked to your portal account. If you need to make a change, please email the Provider Management Team at DHS.ChildCare@dhs.ri.gov.
Starting Saturday May 3rd, each time you log into the CCAP Provider portal you will receive an email from ‘no-reply@uhip.ri.gov’ containing a one-time password needed to complete your login. You may have to check your spam or junk folders and add this email as a contact to ensure future emails don’t get filtered to your junk folders.
A link to an MFA user guide with detailed instructions will also be emailed and posted to the DHS website this week.
As a reminder, provider portal accounts are for individual use only. Users must not share their log-in information. If you have a staff member that needs their own account to access the portal, please reach out to DHS.ChildCare@dhs.ri.gov to get the online orientation information as soon as possible to allow time to process their access. They will be unable to complete the multi-factor authentication for an account that does not belong to them.

RISES Updates for the Field
Dear Valued Providers,
While the weather may not feel like it, we hope that you are enjoying the first few weeks of spring. Hopefully sunnier, warmer days on are on the horizon. This email contains some important information about RISES. Over the next several months we will continue to send out updates often regarding the RISES system. It is important to the Department that you are kept up to date. Thank you for your continued patience as we continue to navigate this new system together. We hope that you are getting into the system, creating a profile, associating with your program and if you are an owner or regulatory role, looking at your licensing information and updating accordingly.
1) It is imperative that center owners get into the system and associate with their program. This is even if you/they are not actively involved in the system. If you are an Administrator/Director who sees that the person who is listed as the Owner of your program is not in the RISES system, please reach out to them to ask them to create a profile. If the ownership information is not accurate, please let us know by submitting a ticket. One of the most important things about this system is that it is accurately reflecting the roles of the workforce.
2) Information about renewals: Recognizing that this system is new, we are allowing providers to submit renewal applications via paper through 8/31/2025. However, if you submit in paper, you will still receive notification of your renewal being due through the RISES system until your renewal is approved. We strongly encourage you to complete your renewal online as this ensures all your information is in the system, your regulatory staff are associated with your program and that the system houses all your required documentation. If you need assistance accessing RISES, either as a member of the workforce registry or as a program owner/operator, please put a ticket in using this email rises.support@dhs.ri.gov.
- You can also find user guides for both the Workforce Registry (your own personal account as a member of the child care workforce) and the new licensing system of record (where your renewals and program information can be found) https://dhs.ri.gov/programs-and-services/child-care/rises.

3) Initial Data Application: When you log into your program and select New Applications, you will see that you have one choice of an application to complete titled “Initial Data Application”. This application contains all your license information but also allows you to update some additional information that will be posted to our new consumer website in September. By completing this application, it is ensuring that we have all the information regarding your program to post to this new site. Completion of this application will also save you time when you need to renew as much of the information is also included in our new renewal application. Please take a few minutes to access this application and submit for our review.
4) Change Requests: Any provider requesting a change to their license in any way will be directed to complete an application in RISES. This includes changes to address, capacity, CCAP contact person, and closures. If you submit in paper or via email, we will ask that you also complete the online request. This ensures a seamless process for you during this transition. Again, if you have any difficulty completing these changes, please submit a ticket using the email listed above.
5) Document Library: As discussed in our last All Provider Meeting, please log in and start uploading documents into your Document Library. There is now a guidance document available to confirm what will be required at renewal and what is optional. Anything you upload to the Document Library will stay there and feed into your renewal process. No more having to upload the same document each time.

El programa Aprenda los signos. Reaccione pronto de los CDC (Centers for Disease Control) anima a padres y proveedores a reconocer las señales de un desarrollo saludable desde el nacimiento hasta los 5 años, a monitorear el desarrollo temprano de cada niño y a tomar medidas cuando surge alguna inquietud. En esta sesión general, los participantes recibirán materiales gratuitos de Aprenda los signos. El programa Pre-K de RI, que cumple 17 años, ofrece educación preescolar gratuita y de alta calidad a niños de 4 años que cumplen los requisitos. Actualización completa de la verificación de antecedentes
Estimados proveedores –
Hoy estamos emitiendo la siguiente actualización sobre: la Oficina del Fiscal General (Attornery General’s Office) y las verificaciones de antecedentes integrales sin costo.
Seguimos comprendiendo la crisis de personal en el sector del cuidado infantil y queremos asegurarnos de que no haya barreras significativas en el costo de la contratación de personal. RIAG continuará cediendo las tarifas asociadas con la verificación integral de antecedentes para el personal de cuidado infantil y redirigirá esos costos al DHS para reembolsar a través de facturas trimestrales hasta el 30 de junio de 2026.
El personal del centro de cuidado infantil, los proveedores de cuidado infantil familiar y los miembros del hogar aún deberán proporcionar una declaración jurada firmada por su empleador con licencia del DHS que valide su empleo antes de que RIAG procese la verificación integral de antecedentes. La única forma en la que podrá recibir la verificación de antecedentes sin costo alguno será con la declaración jurada firmada. Si no tiene la declaración jurada, la oficina de RIAG no puede confirmar que usted es un empleado de cuidado infantil.
Un recordatorio importante sobre este proceso es que cuando complete su verificación de antecedentes sin costo en la oficina del Fiscal General, recibirá dos documentos por separado que cuentan como parte de sus huellas dactilares completas.
- Su BCI local se le proporcionará al momento, ésta es una de las piezas de su verificación de antecedentes. Usted es responsable de asegurarse de que su empleador obtenga una copia de este documento.
- Su verificación completa de antecedentes penales se proporcionará dentro de las 48 horas posteriores a que vaya a la oficina del Fiscal General. Se enviará por correo electrónico a la dirección de correo electrónico que aparece en la parte inferior de su declaración jurada y, si proporcionó un correo electrónico, también se le enviará. Esta segunda pieza abarca los elementos restantes que completarán la documentación de sus antecedentes.
Ambos son igualmente importantes cuando se trata de una verificación de antecedentes completa y exhaustiva para ser considerado “cumplidor” y tener una verificación completa.

La autenticación multifactor del portal CCAP
Hola proveedores de CCAP,
Actualización: A partir del sábado 3 de mayo de 2025, el portal para proveedores de CCAP requerirá autenticación multifactor (MFA).
A partir del sábado 3 de mayo de 2025, después de ingresar su nombre de usuario y contraseña cada vez que inicie sesión en el portal, se enviará una contraseña de un solo uso (OTP) a la dirección de correo electrónico vinculada a su cuenta del portal de proveedores. Necesitará esa contraseña de un solo uso para terminar de iniciar sesión en el portal cada vez. Asegúrese de tener acceso a la cuenta de correo electrónico vinculada a su cuenta del portal. Si necesita hacer un cambio, envíe un correo electrónico al Equipo de Administración de Proveedores a DHS.ChildCare@dhs.ri.gov.
A partir del sábado 3 de mayo, cada vez que inicie sesión en el portal de proveedores de CCAP, recibirá un correo electrónico de ‘no-reply@uhip.ri.gov’ que contiene una contraseña de un solo uso necesaria para completar su inicio de sesión. Actualizaciones de RISES en el campo de trabajo
Estimados proveedores,
Esperamos que estén disfrutando de las primeras semanas de la primavera, aunque el clima no lo parezca. Estamos deseosos de días más soleados y cálidos. Este correo electrónico contiene información importante sobre RISES. Durante los próximos meses, continuaremos enviando actualizaciones sobre el sistema RIES. Es importante para el Departamento que usted se mantenga informado. Gracias por su continua paciencia mientras continuamos navegando juntos por este nuevo sistema. Esperamos que se esté incorporando al sistema, creando un perfil, asociándose con su programa y, si es propietario o con un rol regulador, consulte la información de su licencia y la actualice en consecuencia.
1) Es imperativo que los propietarios de los centros ingresen al sistema y se asocien con su programa. Esto es incluso si usted o ellos no están activamente involucrados en el sistema. Si usted es un Administrador/Director y ve que la persona que figura como Propietario de su programa no está en el sistema RISES, comuníquese con ellos para pedirles que creen un perfil. Si la información del propietario no es precisa, háganoslo saber enviando un ticket. Una de las cosas más importantes de este sistema es que refleja con precisión las funciones (roles) de la fuerza laboral.
2) Información sobre renovaciones: Reconocemos que este sistema es nuevo y es por ello que estaremos permitiendo que los proveedores presenten solicitudes de renovación en papel hasta el 31/08/2025. Sin embargo, si presenta la solicitud en papel, sepa que recibirá una notificación de que su renovación vence a través del sistema RISES hasta que se apruebe su renovación. Le recomendamos encarecidamente que complete su renovación en línea, ya que esto garantiza que toda su información esté en el sistema, que su personal regulador esté asociado con su programa y que el sistema albergue toda la documentación requerida. Si necesita ayuda para acceder a RISES, ya sea como miembro del registro de la fuerza laboral o como propietario/operador del programa, someta un ticket de ayuda utilizando este correo electrónico rises.support@dhs.ri.gov.

4) Solicitudes de cambio: Cualquier proveedor que solicite un cambio en su licencia de cualquier manera se le indicará que complete una solicitud en RISES. Esto incluye cambios en la dirección, la capacidad, la persona de contacto de CCAP y los cierres. Si envía la solicitud en papel o por correo electrónico, le pediremos que también complete la solicitud en línea. Esto garantiza un proceso sin interrupciones para usted durante esta transición. Nuevamente, si tiene alguna dificultad para completar estos cambios, envíe un ticket utilizando el correo electrónico que se indica anteriormente.
5) Biblioteca de documentos: Como se discutió en nuestra última reunión para todos los proveedores, inicie sesión y comience a cargar documentos en su biblioteca de documentos. Ahora hay un documento de orientación disponible para confirmar lo que se requerirá en la renovación y lo que es opcional. Todo lo que cargue en la biblioteca de documentos permanecerá allí y se incorporará a su proceso de renovación. Ya no tendrá que cargar el mismo documento cada vez.

La Fuerza-STEM’s Telenovela Nominated for Children’s or Family Viewing Series Emmy La Fuerza de Creer: Dulce Sazón, una telenovela con infusión de ciencia que es parte de La Fuerza-STEM, una iniciativa de EDC que apoya a las familias de habla hispana en la promoción del aprendizaje temprano de las ciencias de sus hijos, ha sido nominada para un premio Emmy a la serie infantil o familiar.
