Infants and toddlers experience big emotions, and learning to understand and express those feelings is a key part of early development. This engaging virtual series equips child care providers with tools to support emotional growth in young children.

Using Intentional Language with Young Children to Support Emotional and Academic Development – Online
The language we use with children significantly impacts their emotional and academic engagement, both in school and in daily life. In this training, participants will explore verbal and nonverbal communication, common language patterns used with both children and adults and explore strategies for improving intentional language strategies in the classroom. This series will be facilitated by Chrissy Johansen, an educational consultant.

Learn the Signs. Act Early. Overview – Online Session
The Learn the Signs. Act Early. program from the Center for Disease Control (CDC) encourages parents and providers to learn the signs of healthy development from birth to 5 years old, monitor every child’s early development, and take action when there is a concern. In this overview session, participants will receive free Learn the Signs. Act Early. (LTSAE) materials such as children’s board books and posters and will learn how to use them to support early childhood developmental monitoring and screening.

This training is designed to follow the overview course titled, RI Child Abuse and Neglect: Keeping Rhode Island’s Children Safe at All Times.

DHS Provides Update on SNAP Connect Pilot Launching in Pawtucket
The Rhode Island Department of Human Services (DHS) today announced that the SNAP Connect pilot will officially launch on April 21, 2025, for Supplemental Nutrition Assistance Program (SNAP) beneficiaries who live in Pawtucket.
SNAP Connect is a new on-demand service that allows SNAP beneficiaries to choose the ideal date and time for their interviews, helping reduce wait times and better accommodate the schedules of customers. The new operational model for SNAP interviews and recertifications starts with an initial call from DHS to the customer three days from the date their application is received. Customers can either complete the interview at that time or choose to call back anytime during regular Call Center hours. Customers enrolled in the SNAP Connect pilot will have a designated window of time to complete the required process for continuity of benefits.
“We’re excited that the SNAP Connect pilot is finally here,” said DHS Director Kimberly Merolla-Brito “This is an important step toward making our services more efficient and customer friendly. We look forward to seeing Pawtucket residents begin using the system and experiencing greater flexibility and satisfaction in how they manage their SNAP benefits.”
This pilot phase is limited to Pawtucket residents only, with plans to assess and expand the initiative to other cities and towns in the coming months. The number for SNAP Connect is the Call Center number (1-855-697-4347), which will place SNAP Connect callers automatically in the appropriate queues. Participants are encouraged to use the phone number on their case when calling in for the timeliest service, though phone numbers linked to customer cases can be updated through the Customer Portal (healthyrhode.ri.gov) at any time.
To further assist families and individuals, DHS has created a landing page for SNAP Connect at dhs.ri.gov/SNAPConnect where customers can access an FAQ sheet, brochure, and other materials to help with the transition to the new on-demand service.

RISES Updates for the Field
Dear Valued Providers,
While the weather may not feel like it, we hope that you are enjoying the first few weeks of spring. Hopefully sunnier, warmer days on are on the horizon. This email contains some important information about RISES. Over the next several months we will continue to send out updates often regarding the RISES system. It is important to the Department that you are kept up to date. Thank you for your continued patience as we continue to navigate this new system together. We hope that you are getting into the system, creating a profile, associating with your program and if you are an owner or regulatory role, looking at your licensing information and updating accordingly.
1) It is imperative that center owners get into the system and associate with their program. This is even if you/they are not actively involved in the system. If you are an Administrator/Director who sees that the person who is listed as the Owner of your program is not in the RISES system, please reach out to them to ask them to create a profile. If the ownership information is not accurate, please let us know by submitting a ticket. One of the most important things about this system is that it is accurately reflecting the roles of the workforce.
2) Information about renewals: Recognizing that this system is new, we are allowing providers to submit renewal applications via paper through 8/31/2025. However, if you submit in paper, you will still receive notification of your renewal being due through the RISES system until your renewal is approved. We strongly encourage you to complete your renewal online as this ensures all your information is in the system, your regulatory staff are associated with your program and that the system houses all your required documentation. If you need assistance accessing RISES, either as a member of the workforce registry or as a program owner/operator, please put a ticket in using this email rises.support@dhs.ri.gov.
- You can also find user guides for both the Workforce Registry (your own personal account as a member of the child care workforce) and the new licensing system of record (where your renewals and program information can be found) https://dhs.ri.gov/programs-and-services/child-care/rises.

3) Initial Data Application: When you log into your program and select New Applications, you will see that you have one choice of an application to complete titled “Initial Data Application”. This application contains all your license information but also allows you to update some additional information that will be posted to our new consumer website in September. By completing this application, it is ensuring that we have all the information regarding your program to post to this new site. Completion of this application will also save you time when you need to renew as much of the information is also included in our new renewal application. Please take a few minutes to access this application and submit for our review.
4) Change Requests: Any provider requesting a change to their license in any way will be directed to complete an application in RISES. This includes changes to address, capacity, CCAP contact person, and closures. If you submit in paper or via email, we will ask that you also complete the online request. This ensures a seamless process for you during this transition. Again, if you have any difficulty completing these changes, please submit a ticket using the email listed above.
5) Document Library: As discussed in our last All Provider Meeting, please log in and start uploading documents into your Document Library. There is now a guidance document available to confirm what will be required at renewal and what is optional. Anything you upload to the Document Library will stay there and feed into your renewal process. No more having to upload the same document each time.

El programa Aprenda los signos. Reaccione pronto de los CDC (Centers for Disease Control) anima a padres y proveedores a reconocer las señales de un desarrollo saludable desde el nacimiento hasta los 5 años, a monitorear el desarrollo temprano de cada niño y a tomar medidas cuando surge alguna inquietud. En esta sesión general, los participantes recibirán materiales gratuitos de Aprenda los signos. Reaccione pronto como libros de cartón y carteles para niños, y aprenderán cómo usarlos para apoyar el monitoreo y la evaluación del desarrollo en la primera infancia. Los materiales estarán disponibles en español e inglés.

El programa Pre-K de RI, que cumple 17 años, ofrece educación preescolar gratuita y de alta calidad a niños de 4 años que cumplen los requisitos. Este año, el programa estará presente en 20 comunidades y atenderá a más de 2,800 niños. La fecha límite para aplicar es el 22 de junio, 2025. Actualizaciones de RISES en el campo de trabajo
Estimados proveedores,
Esperamos que estén disfrutando de las primeras semanas de la primavera, aunque el clima no lo parezca. Estamos deseosos de días más soleados y cálidos. Este correo electrónico contiene información importante sobre RISES. Durante los próximos meses, continuaremos enviando actualizaciones sobre el sistema RIES. Es importante para el Departamento que usted se mantenga informado. Gracias por su continua paciencia mientras continuamos navegando juntos por este nuevo sistema. Esperamos que se esté incorporando al sistema, creando un perfil, asociándose con su programa y, si es propietario o con un rol regulador, consulte la información de su licencia y la actualice en consecuencia.
1) Es imperativo que los propietarios de los centros ingresen al sistema y se asocien con su programa. Esto es incluso si usted o ellos no están activamente involucrados en el sistema. Si usted es un Administrador/Director y ve que la persona que figura como Propietario de su programa no está en el sistema RISES, comuníquese con ellos para pedirles que creen un perfil. Si la información del propietario no es precisa, háganoslo saber enviando un ticket. Una de las cosas más importantes de este sistema es que refleja con precisión las funciones (roles) de la fuerza laboral.
2) Información sobre renovaciones: Reconocemos que este sistema es nuevo y es por ello que estaremos permitiendo que los proveedores presenten solicitudes de renovación en papel hasta el 31/08/2025. Sin embargo, si presenta la solicitud en papel, sepa que recibirá una notificación de que su renovación vence a través del sistema RISES hasta que se apruebe su renovación. Le recomendamos encarecidamente que complete su renovación en línea, ya que esto garantiza que toda su información esté en el sistema, que su personal regulador esté asociado con su programa y que el sistema albergue toda la documentación requerida. Si necesita ayuda para acceder a RISES, ya sea como miembro del registro de la fuerza laboral o como propietario/operador del programa, someta un ticket de ayuda utilizando este correo electrónico rises.support@dhs.ri.gov.

3) Solicitud de datos inicial: Cuando inicie sesión en su programa y seleccione Nuevas aplicaciones, verá que tiene una opción de una solicitud para completar titulada “Solicitud de datos inicial”. Esta aplicación contiene toda la información de su licencia, pero también le permite actualizar información adicional que se publicará en nuestro nuevo sitio web para consumidores en septiembre. Al completar esta solicitud, nos aseguramos de que tengamos toda la información sobre su programa para publicar en este nuevo sitio. Completar esta solicitud también le ahorrará tiempo cuando necesite renovar, ya que gran parte de la información también se incluye en nuestra nueva solicitud de renovación. Tómese unos minutos para acceder a esta solicitud y enviarla para que la revisemos.
4) Solicitudes de cambio: Cualquier proveedor que solicite un cambio en su licencia de cualquier manera se le indicará que complete una solicitud en RISES. Esto incluye cambios en la dirección, la capacidad, la persona de contacto de CCAP y los cierres. Si envía la solicitud en papel o por correo electrónico, le pediremos que también complete la solicitud en línea. Esto garantiza un proceso sin interrupciones para usted durante esta transición. Nuevamente, si tiene alguna dificultad para completar estos cambios, envíe un ticket utilizando el correo electrónico que se indica anteriormente.
5) Biblioteca de documentos: Como se discutió en nuestra última reunión para todos los proveedores, inicie sesión y comience a cargar documentos en su biblioteca de documentos. Ahora hay un documento de orientación disponible para confirmar lo que se requerirá en la renovación y lo que es opcional. Todo lo que cargue en la biblioteca de documentos permanecerá allí y se incorporará a su proceso de renovación. Ya no tendrá que cargar el mismo documento cada vez.
