PD Reminder
Certain features of DHS’s new Rhode Island Start Early System (RISES) Workforce Registry are still under development.
At this time, only CELP PD will transfer to your RISES account.
External PD that is not offered through CELP will not yet transfer to RISES. However, you are still able to have external PD approved through the Training Verification or Professional Development Approval process on the CELP website: Get Your PD Approved – Center for Early Learning Professionals (center-elp.org). Once this new feature is available, you will be able to submit external PD through your CELP account for approval.
A feature to transfer your ProSolutions PD to your RISES account is also under development.
In order for any PD to transfer to your RISES account, you will need to first create a RISES account: Register | Rhode Island Start Early System (RISES) (site.com). When you create an account, you will automatically receive a Workforce ID. Enter this Workforce ID into your CELP account and ProSolutions account to ensure that your PD transfers seamlessly to RISES once those features are available.
Remember to “Tune-In” to this newsletter so you are the first to find out when these new features are ready!
News from DHS:
Step up to WAGE$ RI
As you are all aware, the Step Up to WAGE$ RI program has been incredibly successful in its pilot year of implementation. The pilot was supported by the RI Department of Human Services with funding from a federal Preschool Development Planning Grant and managed by the Rhode Island Association for the Education of Young Children (RIAEYC). Funding for the pilot was limited – while we would have liked to award every RI early childhood educator, we were only able to fund a limited number of educators. As of July 2024, we have awarded $1,607,413 in Step Up to WAGE$ supplements to early educators working directly with children!
The funding for this pilot is only available with this particular planning grant through December 2024. Initially, the end date of the pilot was December 2023, but a no-cost extension allowed us to continue and allocate additional funding. Due to the limited timeframe of the grant funding, constraints of the program and the specific number of awards that current recipients need to receive, we are unable to fund any additional applicants at this time.
What does this mean for our current workforce?
If you are currently receiving a Step Up to WAGE$ supplement: Please stay tuned for additional information from RIAEYC around your final supplement payment and when that will occur. The team is currently conducting confirmations – please be on the lookout for an email or phone call from them. We hope that this pilot was helpful to you as you continue your career in the early childhood field!
If you applied for a supplement and are on the waiting list: There are always new opportunities for funding, and both RIAEYC and the Department of Human Services are looking at ways to continue to support this pilot. As new Preschool Development Grants (or other funding opportunities) are released this program will be prioritized and we will keep the waiting list active through at least calendar year 2025 and utilize it for any continuation of this program. This group will be contacted first if and when additional funding is secured.
If you are not on the waiting list and would like to be: If you are interested in the Step Up to WAGE$ Program, we would be happy to add your name to our outreach list for notification about any future award opportunities. Child Care Providers: Rhode Island Department of Human Services (DHS) is asking for your help with the 2024 Child Care Market Rate Survey. This survey asks questions about your program, children you serve, and gathers rates paid for services. Your participation in this survey is very important as the information you provide will help inform CCAP reimbursement rates for the next three years! By completing the survey, you will have multiple chances to win a $50 gift card! The survey closes August 2, 2024.

CCAP for Child Care Staff Pilot Extension & Increase to CCAP Rates as of 7/1/24

Summer RIELDS Course Registration
The Summer RIELDS course offerings are now open for registration on the Center for Early Learning Professional’s website. As a reminder, with the creation of the new RISES system, everyone will need to create a RISES account (which may link to your existing CELP profile) to register for professional learning. Click here for a guide on how to do this. Please be sure to share this announcement with your educators. Below are the courses available for registration:

La serie ofrece una visión general de varias de las regulaciones de DHS relacionadas al cuidado y la educación infantil ofrecida dentro del cuidado infantil familiar. Creando un Manual Familiar para Proveedores de Cuidado Infantil Familiar – Sesión en línea
Esta sesión cubre las Regulaciones de Licencias de Cuidado Infantil Familiar actualizadas que requieren que los proveedores de cuidado infantil familiar proporcionen a las familias un manual familiar. Aprenderá los componentes de un manual familiar y revisará los formularios y la documentación que las familias deben completar para inscribir a su hijo en el cuidado infantil familiar.

Recordatorio de DP
Ciertas características del nuevo Registro de la Fuerza Laboral del Sistema de Inicio Temprano de Rhode Island (RISES) del DHS aún están en desarrollo.
En este momento, solo desarrollo profesional (DP) de CELP se transferirá a su cuenta RISES.
El desarrollo profesional externo que no se ofrece a través de CELP aún no se transferirá a RISES. Sin embargo, aún puede obtener la aprobación de DP externo a través del proceso de Verificación de capacitación o Aprobación de desarrollo profesional en el sitio web de CELP: Get Your PD Approved – Center for Early Learning Professionals (center-elp.org). Una vez que esta nueva función esté disponible, podrá enviar DP externo a través de su cuenta CELP para su aprobación.
También se está desarrollando una función para transferir su DP de ProSolutions a su cuenta en RISES.

Programa Step Up to WAGE$ RI
Como todos saben, el Programa Step Up to WAGE$ RI ha tenido un éxito increíble en su año piloto de implementación. El piloto contó con el apoyo del Departamento de Servicios Humanos de Rhode Island con financiación de una subvención federal para la planificación del desarrollo preescolar y fue administrado por la Asociación de Rhode Island para la Educación de Niños Pequeños (RIAEYC). El Financiamiento para el piloto fue limitado: si bien nos hubiera gustado premiar a todos los educadores de la primera infancia de RI, solo pudimos financiar a un número limitado de educadores. Hasta julio de 2024, hemos otorgado $1,607,413 en suplementos Step Up to WAGE$ a educadores de educación temprana que trabajan directamente con niños.
El financiamiento para este piloto solo está disponible con esta subvención de planificación en particular hasta diciembre de 2024. Si solicitó un suplemento y está en la lista de espera: Siempre hay nuevas oportunidades de financiación, y tanto RIAEYC como el Departamento de Servicios Humanos están buscando formas de continuar apoyando este piloto. A medida que se publiquen nuevas Subvenciones para el Desarrollo Preescolar (u otras oportunidades de financiación), se dará prioridad a este programa y mantendremos activa la lista de espera hasta al menos el año calendario 2025 y la utilizaremos para cualquier continuación de este programa. Este grupo será contactado primero cuando se obtengan fondos adicionales.

¡Acuérdese de completar la Encuesta 2024 sobre tarifas del mercado de cuidado infantil de RI 2024!
Proveedores de cuidado infantil: Rhode Island Department of Human Services (DHS) le solicita ayuda con la Encuesta 2024 sobre Tarifas de Mercado del Cuidado Infantil. Esta encuesta hace preguntas sobre su programa, los niños que atiende, y reúne las tasas pagadas por las familias y las tasas de mercado.
