Using the Power of Pause to Relate and Regulate (In Person)
In this two-session series, preschool teachers and teacher assistants will learn strategies to help children develop the skills needed to pause and self-regulate. Participants will explore the underlying concepts of self-regulation and be introduced to five concrete steps that can be used to regulate themselves first before supporting children through the self-regulation process.

DHS, RICDHH Offers Walk-In Appointments with American Sign Language Services
The Rhode Island Department of Human Services and the Rhode Island Commission on the Deaf and Hard of Hearing are collaborating to offer a series of walk-in appointments at the DHS office located in Pawtucket.
Walk-in American Sign Language services will be available on the following dates at the Pawtucket Office, located at 249 Roosevelt Ave., Pawtucket, RI 02860. Free parking is available.

- Thursday, September 11, 9 – 12 pm
- Thursday, October 23, 9 – 12 pm
- Thursday, November 13, 9 – 12 pm

New Infant CCAP Reimbursement Rate for Center-Based Child Care Providers
Dear Center-Based CCAP Providers,
The newly passed RI FY 2025 State Budget includes a new CCAP reimbursement rate for infants. This new rate represents a 20% increase over the current rate. Infant reimbursement rates are now separate from the previously combined Infant/Toddler rates. Infant rates apply to children 6 weeks up to 18 months of age. Toddler rates continue to apply to children 18 months of age up to 36 months of age.
The new infant rate will be reflected in the July 24, 2025, payment beginning week 2 of Batch 4.
The new rates are updated on the DHS website: CCAP Provider Rates, Financial Information & Portal Help. If you have any questions about the new infant CCAP reimbursement rate, please reach out to us.

CCAP for Child Care Pilot Extension
Dear Providers and CCAP for Child Care Pilot participants,
You may have heard the very recent, exciting news that the CCAP for Child Care PILOT has been extended for an additional three years through July 2028! This extension provides continuing support for providers and early childhood educators with young children of their own.
The following important requirements apply as of August 1, 2025.
- As a pre-requisite to submitting a PILOT application, all new and renewal applicants must first apply for regular CCAP using the DHS CCAP application process. PILOT applicants will need to show proof of a regular CCAP application submission before submitting a PILOT application or renewal.
This means that all PILOT applicants must meet all regular CCAP eligibility requirements with the exception of the entry level income limit of 261% FPL. The income limit for the PILOT remains at 300% FPL. Applicants denied for regular CCAP because their household income is above 261% FPL will be considered for PILOT approval if their household income does not exceed 300% FPL. This will ensure eligibility is processed through RIBridges in compliance with state and federal requirements.
- If an applicant’s regular CCAP application is denied or if it is approved with a copay, proof must be shared with PCG, and the applicant’s PILOT application will then be reviewed.
- If your PILOT benefits are ending in July, August or September, we recommended you submit an application for regular CCAP now. Families should plan to submit a regular CCAP application thirty (30) to sixty (60) days before the end of their PILOT certification period.
- With the newly implemented 24-month CCAP certification period, PILOT approvals will also be for 24 months provided the applicant is still employed by a licensed child care center at the 12-month mark. Participants will be required to submit proof of employment at a licensed child care center to continue PILOT benefits beyond the 12-month check point.
Additional details and updated materials about PILOT applications and renewals will be coming out soon, but we wanted to communicate this important requirement as soon as possible.

RISES Incentive Program
Valued Providers,
RISES is LIVE! To efficiently get every provider and member of your staff into the system as quickly as possible, we have prioritized an incentive program for providers who get their information into RISES this summer. Providers who complete ALL the initial documentation requirements will receive a $1000 stipend to be reinvested back into your program. (One stipend per PROGRAM/location, please).
You can find information on exactly what you need to provide here.
Completion of these steps by 8/31/2025 will make you eligible for this stipend. If approved, you will receive your stipend in September 2025.
The Department’s goal is to give every provider a stipend and provide several support options to ensure questions you have are answered. Please reach out at anytime with any questions you might have.

We understand that RISES is a large undertaking and want to support you through this process. In the coming weeks, we are going to provide a few trainings and office hours as well as additional opportunities for support. Please read this email carefully and save it so you have continued access to what you need to be successful.

In addition to trainings, we are opening up very specific office hours for providers to jump on Teams and ask questions about the system. We will hold these office hours every Wednesday in July from 1pm-2pm. Ideally, we would love if you would schedule in advance, but it is OK to jump on and ask questions as well. Free Testing for Lead in Drinking Water at Group Child Cares and Child Care Centers
The Rhode Island Department of Health (RIDOH) is encouraging licensed child care facilities to sign up to have their drinking water tested for lead for free. This is part of an ongoing effort to identify and address sources of possible lead exposure. Child care facilities are required to test their drinking water when they are first licensed, but conditions in the water and plumbing can change over time. Right now, child care facilities can sign up to have their water sampled and tested for free. Along with the test results, RIDOH will provide guidance for how to lower lead levels in water or keep them low. Child care facilities can email sarah_heavren@uri.edu.

Nueva tarifa de reembolso de CCAP para proveedores de cuidado infantil en centros
Estimados proveedores de CCAP basados en centros,
El presupuesto estatal de Rhode Island para el año fiscal 2025 recién aprobado incluye una nueva tasa de reembolso de CCAP para bebés. Esta nueva tasa representa un aumento del 20% sobre la tasa actual. Las tasas de reembolso para bebés son ahora separadas de las tasas combinadas previamente entre bebés y niños pequeños. CCAP para la Extensión Piloto de Cuidado Infantil
Estimados proveedores y participantes del Programa Piloto de Cuidado Infantil de CCAP,
¡Es posible que haya escuchado la noticia muy reciente y emocionante de que el PILOTO de CCAP para el Cuidado Infantil se ha extendido por tres años adicionales hasta julio de 2028! Esta extensión proporciona apoyo continuo para proveedores y educadores de la primera infancia con sus propios hijos pequeños.
Los siguientes requisitos importantes se aplican a partir del 1 de agosto de 2025.
- Como requisito previo para presentar una solicitud PILOTO, todos los solicitantes nuevos y renovados deben solicitar primero el CCAP regular utilizando el proceso de solicitud de CCAP del DHS. Los solicitantes del PILOTO deberán mostrar prueba de una presentación regular de una solicitud de CCAP antes de presentar una solicitud o renovación del PILOTO.
Esto significa que todos los solicitantes del PILOTO deben cumplir con todos los requisitos regulares de elegibilidad de CCAP, con la excepción del límite de ingresos de nivel de entrada del 261% del FPL. - Con el período de certificación CCAP de 24 meses recientemente implementado, las aprobaciones de PILOTO también serán por 24 meses, siempre que el solicitante todavía esté empleado por un centro de cuidado infantil con licencia a los 12 meses. Los participantes deberán presentar prueba de empleo en un centro de cuidado infantil con licencia para continuar con los beneficios del PILOTO más allá del punto de control de 12 meses.
