New Professional Development Opportunities for All

Sign up to participate in our new year-long social-emotional learning (SEL) training suite: A Foundation for Success
Series 2: Helping Preschoolers Build Emotional Super Powers through Self-Regulation Skills
The second course in this year-long SEL series will provide educators with the knowledge and skills needed to effectively understand, support, and nurture the healthy development of preschool children’s emotions and self-regulation skills. Both participants who took Series 1 in the fall and newcomers are encouraged to register. Series 3 will take place in the spring.

Exploring Multisensory Practices for Vocabulary Development
This new three-session series introduces research-based practices that support the learning and development of vocabulary. Session topics will focus on building children’s oral language and conversational skills, and multisensory teaching strategies for building a robust vocabulary.

(For Toddler Teachers) Building Foundations: Developing a Toddler Study-Based Curriculum
This new series is designed to support teachers with the tools and strategies needed to create dynamic, study-based curricula tailored specifically for toddlers. Through a blend of hands-on activities and discussions, participants will learn the eight steps to planning engaging and developmentally appropriate study topics that spark exploration and discovery.

PD for School-Age Educators

Quality Environments and Supervision in School-Age Programs
This 2-part series is an introduction to quality environments and supervision in after-school programs. It will explore the components of an afterschool program including health and safety, relationship building, programming /activities, and how to create youth choice.

Supporting Children with Childhood Trauma in Out of School Time
This training will discuss Adverse Childhood Experiences, what it means, how it can occur, and key practices for ensuring a supportive environment for children. Series content will strategies needed to create and provide opportunities for positive social interaction, build strong relationships with adults, and incorporate trauma-informed practices that will foster positive self-esteem, independence, and success for each child.

In-Person Training at Brown Fox Point Early Childhood Education Center
Understanding the Impact of Trauma on Young Children
This series provides a comprehensive overview of the impact of these experiences on young children and introduces effective strategies for working with these children in a child care setting. The sessions will highlight the importance of building trusting relationships and recognizing cues and triggers while supporting children with a history of trauma.
This series will be held at Brown Fox Point, 150 Hope Street, Providence.

Holiday Season Mindfulness Resources

As we continue through 2024, we are headed into what is dubbed “holiday season.” While this can be an exciting and joyous time for many, this can also be a difficult time for others. We have a wonderful, diverse world to consider and include – let’s take a moment to proactively learn about strategies to support an inclusive classroom environment.

BrightStars and Public Preschools

By June 30, 2025, all RIDE-approved public schools serving children between the ages of 3 and 5 will be required to apply to BrightStars. BrightStars is Rhode Island’s Tiered Quality Rating and Improvement System (QRIS) for early care, education, and school-age programs. Through BrightStars, the Rhode Island Association for the Education of Young Children (RIAEYC) is creating a sustainable infrastructure of diverse, high-quality early care, education, and school-age programs using research-based practices that promote positive outcomes for children and families.

News from DHS:
CCAP Providers – RIBridges Alert

Valued Providers,

As you are aware, the RIBridges data system was taken offline Friday, Dec. 13, due to a cyber security breach. Deloitte, the vendor who manages RIBridges, is working closely with the State to address the threat and restore the system as quickly as possible. For more information about this in real time, please see cyberalert.ri.gov.

The cyberalert.ri.gov website will have the latest updates and resources to help you stay informed about the breach, as well as tips on how to protect yourself and your family. The Office of Child Care at the Department of Human Services is also sharing additional information specific to the provider community:

  • This RIBridges security threat affects all internal and external Bridges information – including the CCAP portal.
  • This DOES NOT include anything related to your retention bonus information or the CCAP for Child Care pilot. Both programs use an outside vendor and have not been affected. You can continue to work with your CCAP for Child Care partners as normal.
  • Effective immediately, until you hear from us, we will be paying providers based on enrollment and not attendance.
  • Because you will be unable to get into the portal and complete attendance for the time being, you will be paid based on your current enrollment.
  • You may be required to submit your Batch 15 attendance records retroactively, so please ensure this information is available when the system goes live. We will communicate the expectations on attendance records in the coming days.
  • This week’s off-cycle payment (Batch 14B) will not be scheduled. Any back billing processed prior to 12/13/24 will be in the next payment scheduled for 12/26/24. Back billing will resume when the system goes live.
  • If you have new enrollments, please keep track of this information manually. You will be paid for these children, but we ask that you keep track of any children you cannot put into or take out of the system. Please keep track of date of enrollment, first and last name, and certificate number (which the family should have).

We’ll continue to keep you updated if there are other process changes impacting your work. Broader questions about the breach can be taken at 833-918-6603 Monday through Friday from 9 a.m. to 9 p.m.  If you have any specific child care questions, please do not hesitate to reach out to me for assistance at Nicole.Chiello@dhs.ri.gov.

Preparing for RISES Release 2

Dear Valued Providers,

First and foremost, happy short work week! I hope each of you are able to spend the holiday doing something that makes you happy.

Thank you to all of you who have taken the time and entered your information into the RISES Workforce Registry. We understand this is new and can be time-consuming – but a little bit of additional work now will save a lot of time in the future! We currently have over 5400 educators in the system! The team at DHS is hard at work preparing for the next phase of RISES, which will be the new Licensing System of Record (LSoR). As discussed at the recent All Provider Meeting, this launch will include several new workflows that will make it much easier to apply for or renew a license as well as making updates to your program. It will be even more important that all information related to you, your program and your staff is 100% accurate prior to that next launch (February 5, 2025).

Because of this, starting December 1, 2024, any workforce registry (RISES) submission that is incomplete or inaccurate will be sent back to the applicant for completion and updates. You will receive additional information alerting you of what was incorrect or inaccurate so that you can appropriately update your profile.

For those of you already in the workforce registry, DHS staff will be reviewing your profile for accuracy and will be in touch with you directly if there is anything inaccurate or missing. DHS will be available to support you in accessing documentation that we may have in your file if needed. If you believe that DHS has documentation that you need to upload to your profile that you do not have access to, please contact your licensor and Cc the general Child Care Licensing email at dhs.childcarelicensing@dhs.ri.gov.

Please allow some additional time for a response as we are currently auditing our files for documentation to prepare ourselves as well. We are excited to be launching the next phase of RISES in 2025 and remain committed to being a partner with you in this process.

One additional item has come to our attention that we’ve been getting quite a few questions about regarding RISES that is important to clarify. For those of you who have larger programs with multiple centers and/or a home office – your “home office” or “regional manager” or any additional office positions that oversee numerous programs should put yourself in RISES as a “multi-site supervisor”. These are not regulatory positions for licensing and will allow oversight of staff from several different programs.

News from RIDE

Rhode Island Reads: 2024 Comprehensive Literacy State Development Grant

RIDE recently received a $40 million federal grant to improve literacy outcomes for RI students, birth through grade twelve. The grant will focus on developing literacy coaching structures, partnerships with Educator Preparation Programs and Reimagining systems for MTSS.

Rhode Island LEAs and CBOs are encouraged to review the goals of the grant and the scope of work overview. The grant is divided into three divisions: Birth-PK, Elementary (K-5), and Secondary (6-12).

LEAs and CBOs interested in applying for this opportunity should complete the Intent to Apply by 4pm EST on January 10, 2025.

News from RIDE:
RIDE Announces Child-Care and Adult Care Food Program Applications Are Available

The Rhode Island Department of Education (RIDE) today announced that it is accepting applications from public and private institutions that would like to participate in the federally funded Child and Adult Care Food Program.

Child-care centers, adult day-care centers, day care homes, schools and emergency shelters may participate in the Child and Adult Care Food Program, which currently provides nutritious meals to participants daily at hundreds of locations statewide through over 70 locally sponsored programs.

The U.S. Department of Agriculture funds the Child and Adult Care Food Program. The federal funds allow the centers to provide nutritious meals and snacks at no separate charge to infants, young children, and adults receiving services as well as to infants and children living in emergency shelters.

Sponsoring institutions serve meals at no separate charge to all participants regardless of race, color, national origin, sex, disability, age, and reprisal or retaliation for prior civil rights activity.

RIDE reimburses programs for each meal served, according to predetermined Department of Agriculture reimbursement rates based on the income levels of the families that the programs serve. RIDE will use the following income guidelines to determine funding through June 30, 2025:

Rhode Island College: Enrollment is Open for the Rhode Island College Infant Toddler Certificate of Undergraduate Studies. Classes begin January 2025.

Admission:

  • Must work a minimum of 25 hours a week in a DHS Licensed and CCAP-approved program. Infant Toddler Teachers will have priority enrollment
  • All classes are offered in the evening in a hybrid format, with some sessions meeting face-to-face and some meeting online
  • Complete the TEACH scholarship Application form

Proveedores de CCAP – Alerta de RIBridges

Proveedores valiosos,

Como usted sabe, el sistema de datos de RIBridges quedó fuera de línea el viernes 13 de diciembre debido a una violación de seguridad cibernética. Deloitte, el proveedor que administra RIBridges, está trabajando estrechamente con el Estado para abordar la amenaza y restaurar el sistema lo más rápido posible. Para obtener más información sobre esto en tiempo real, consulte cyberalert.ri.gov.

El sitio web cyberalert.ri.gov tendrá las últimas actualizaciones y recursos para ayudarle a mantenerse informado sobre la infracción, así como consejos sobre cómo protegerse a usted y a su familia. La Oficina de Cuidado Infantil del Departamento de Servicios Humanos también comparte información adicional específica para la comunidad de proveedores:

  • Esta amenaza a la seguridad de RIBridges afecta toda la información interna y externa de Bridges, incluido el portal CCAP. 
  • Esto NO incluye nada relacionado con la información de su bonificación de retención o el programa piloto CCAP para cuidado infantil. Ambos programas utilizan un proveedor externo y no se han visto afectados. Puede continuar trabajando con sus socios de CCAP for Child Care con normalidad.
  • Con vigencia inmediata, hasta que tenga noticias nuestras, pagaremos a los proveedores en función de la inscripción y no de la asistencia. 
  • Debido a que no podrá ingresar al portal y completar la asistencia por el momento, se le pagará según su inscripción actual.
  • Es posible que deba enviar sus registros de asistencia del Lote 15 de manera retroactiva, así que asegúrese de que esta información esté disponible cuando el sistema entre en funcionamiento. Comunicaremos las expectativas sobre los registros de asistencia en los próximos días.
  • No se programará el pago fuera de ciclo de esta semana (Lote 14B). Cualquier facturación atrasada procesada antes del 13/12/24 estará en el próximo pago programado para el 26/12/24. La facturación retrospectiva se reanudará cuando el sistema entre en funcionamiento.
  • Si tiene nuevas inscripciones, realice un seguimiento de esta información manualmente. Se le pagará por estos niños, pero le pedimos que lleve un registro de cualquier niño que no pueda poner o sacar del sistema. Lleve un registro de la fecha de inscripción, el nombre y apellido y el número de certificado (que la familia debe tener).

Continuaremos manteniéndolo informado si hay otros cambios en el proceso que afecten su trabajo. Preparándose para RISES – Versión 2

Estimados proveedores valiosos,

Primero que nada, ¡feliz semana laboral corta! Espero que cada uno de ustedes pueda pasar las vacaciones haciendo algo que los haga felices.

Gracias a todos los que se tomaron el tiempo e ingresaron su información en el Registro de la Fuerza Laboral de RISES. Entendemos que esto es nuevo y puede llevar mucho tiempo, ¡pero un poco de trabajo adicional ahora ahorrará mucho tiempo en el futuro! ¡Actualmente tenemos más de 5400 educadores en el sistema! El equipo del DHS está trabajando arduamente preparándose para la siguiente fase de RISES, que será el nuevo Sistema de Registro de Licencias (LSoR). Como se analizó en la reciente reunión de todos los proveedores, este lanzamiento incluirá varios flujos de trabajo nuevos que harán que sea mucho más fácil solicitar o renovar una licencia, así como realizar actualizaciones a su programa. Será aún más importante que toda la información relacionada con usted, su programa y su personal sea 100% precisa antes del próximo lanzamiento (5 de febrero de 2025).

Debido a esto, a partir del 1 de diciembre de 2024, cualquier presentación del registro de fuerza laboral (RISES) que esté incompleta o sea inexacta se devolverá al solicitante para que la complete y actualice. Recibirá información adicional que le alertará sobre lo que fue incorrecto o inexacto para que pueda actualizar adecuadamente su perfil. Para aquellos de ustedes que ya están en el registro de fuerza laboral, el personal del DHS revisará su perfil para verificar la exactitud y se comunicará con usted directamente si falta algo o hay algo inexacto. DHS estará disponible para ayudarlo a acceder a la documentación que podamos tener en su expediente si es necesario. Si cree que el DHS tiene documentación que necesita cargar en su perfil y a la que no tiene acceso, comuníquese con su licenciante y envíe un CC al correo electrónico general de Licencias de cuidado infantil en dhs.childcarelicensing@dhs.ri.gov .

Espere algo de tiempo adicional para recibir una respuesta, ya que actualmente estamos auditando nuestros archivos en busca de documentación para prepararnos. Estamos entusiasmados de lanzar la siguiente fase de RISES en 2025 y seguimos comprometidos a ser socios suyos en este proceso.

Nos ha llamado la atención un elemento adicional sobre el cual hemos recibido bastantes preguntas con respecto a RISES y que es importante aclarar. Para aquellos de ustedes que tienen programas más grandes con múltiples centros y/o una oficina central, su “oficina central” o “gerente regional” o cualquier puesto de oficina adicional que supervise numerosos programas deben ubicarse en RISES como “supervisor de sitios múltiples”. Estos no son puestos regulatorios para la concesión de licencias y permitirán la supervisión del personal de varios programas diferentes.

RIDE Anuncia que las Solicitudes para el Programa de Alimentos para el Cuidado de Niños y Adultos Están Disponibles

El Departamento de Educación de Rhode Island (RIDE) anunció que está aceptando solicitudes de instituciones públicas y privadas que deseen participar en el Programa de Alimentos para el Cuidado de Niños y Adultos financiado con fondos federales.

Los centros de cuidado infantil, los centros de cuidado diurno para adultos, los hogares de cuidado diurno, las escuelas y los refugios de emergencia pueden participar en el Programa de Alimentos para el Cuidado de Niños y Adultos, que actualmente proporciona comidas nutritivas a los participantes diariamente en cientos de lugares en todo el estado a través de más de 70 programas patrocinados localmente.

El Departamento de Agricultura de EE. UU. financia el Programa de Alimentos para el Cuidado de Niños y Adultos. Los fondos federales permiten que los centros brinden comidas y refrigerios nutritivos sin cargo adicional a bebés, niños pequeños y adultos que reciben servicios, así como a bebés y niños que viven en refugios de emergencia.

Las instituciones patrocinadoras sirven comidas sin cargo adicional a todos los participantes, independientemente de su raza, color, origen nacional, sexo, discapacidad, edad, y represalias por actividades previas en defensa de los derechos civiles.

RIDE reembolsa a los programas por cada comida servida, de acuerdo con las tasas de reembolso predeterminadas del Departamento de Agricultura basadas en los niveles de ingresos de las familias a las que sirven los programas. RIDE utilizará las siguientes pautas de ingresos para determinar la financiación hasta el 30 de junio de 2025:
