A Foundation for Success: Series 3: Growing Independence and Identity in Preschoolers – Online
The course, the third in the Foundation for Success year-long series, will provide educators with an understanding of children’s development of self-awareness, competence, and confidence. CCAP Portal Multi-Factor Authentication is Live
Dear CCAP providers,
The CCAP provider portal now requires multi-factor authentication (MFA).
If you haven’t logged in to the CCAP provider portal since MFA was added on May 3rd, please take a minute to log in to ensure you can access your MFA code in the email address linked to your provider portal account. If you have any issues accessing the MFA code or logging in, please email us at DHS.ChildCare@dhs.ri.gov.
From now on, each time you log into the CCAP Provider portal, you will receive an email from ‘no-reply@uhip.ri.gov’ containing a one-time password needed to complete your login. You may have to check your spam or junk folders and add this email as a contact to ensure future emails don’t get filtered to your junk folders.
Find the Multi-Factor Authentication User Guide on the Child Care Resources, Handbooks, and Forms page of the DHS website in the CCAP Handbook and Provider Resources folder. The user guide is posted in English and Spanish. Users have reported that when accessing the MFA code on a phone, it sometimes looks like the code is a phone number. Note that it is not a phone number, and only the last six digits need to be used to finish logging in. This is covered in the user guide as well.
Please remember provider portal accounts are for individual use only. Users must not share their log-in information. If you have a staff member that needs their own account to access the portal, please reach out to DHS.ChildCare@dhs.ri.gov to get the online orientation information as soon as possible to allow time to process their access. They will be unable to complete the multi-factor authentication for an account that does not belong to them.

Comprehensive Background Check Update
Valued Providers –
We are issuing the following update today re: the AG’s Office and no cost comprehensive background checks.
We continue to truly understand the staffing crisis in the child care sector and want to ensure there are no major barriers to cost for hiring staff. RIAG will continue to waive all fees associated with the comprehensive background check for child care staff and redirect those costs to DHS to reimburse through quarterly invoices until June 30, 2026.
Child care center staff, family child care providers and household members will still be required to provide a signed Affidavit from their DHS-licensed employer validating their employment prior to having RIAG process the comprehensive background check. The signed affidavit will be the way you are able to receive a comprehensive fingerprint at no cost. If you do not have the affidavit, the RIAG’s office cannot confirm that you are a child care employee.
An important reminder about this process is that when you get your no-cost comprehensive fingerprints completed at the AG’s office, you will receive two separate documents that both count as part of your comprehensive fingerprints.
- Your local BCI will be provided to you real time, which is one of the pieces of your full comprehensive background check. You are responsible for making sure your employer gets a copy of this document.
- Your comprehensive criminal background check will be provided within 48 hours after you go to the AG’s office. It will be emailed to the email address at the bottom of your affidavit, and if you provided an e-mail, it will also be sent to you. This encompasses the remaining items for your full comprehensive background clearance.
Both of these are equally as important when thinking of a full comprehensive background check and you will need both to be considered “compliant” and have a full check.
The waived fingerprint cost is only applicable at the Attorney General’s office. Local police, at their discretion, are still providing comprehensive fingerprints but this waived fee is only available at the RIAG’s office in Cranston, Rhode Island.

RI Pre-K Lottery Is Open
RI Pre-K, entering its 17th year, provides free, high-quality Pre-K education to eligible 4-year-old children. This year, RI Pre-K will be in 20 communities and serve over 2,800 children. The deadline to apply is June 22, 2025. Apply online here Pre-K Lottery or go to RI Pre-K Lottery Application.
RI Meets All 10 of NIEER’s Quality Benchmarks, Again!
The National Institute for Early Education Research’s (NIEER) 2024 State of Preschool Yearbook is now available, here: 2024 Yearbook | National Institute for Early Education Research. RI is one of a small handful of states that consistently meets all 10 of NIEER’s quality benchmarks. There is a lot of great information in the report!
New! The 2025 Rhode Island KIDS COUNT Factbook is now available!
The Factbook provides a statistical portrait of the status of Rhode Island’s children and families, incorporating the best available research and data. Information is presented for the state of Rhode Island, each city and town, and an aggregate of the four core cities (cities with the highest concentration of child poverty). You can find the full publication here, as well as individual indicators, and the Executive Summary.

El programa Aprenda los signos. Reaccione pronto de los CDC (Centers for Disease Control) anima a padres y proveedores a reconocer las señales de un desarrollo saludable desde el nacimiento hasta los 5 años, a monitorear el desarrollo temprano de cada niño y a tomar medidas cuando surge alguna inquietud. En esta sesión general, los participantes recibirán materiales gratuitos de Aprenda los signos. Reaccione pronto como libros de cartón y carteles para niños, y aprenderán cómo usarlos para apoyar el monitoreo y la evaluación del desarrollo en la primera infancia. Los materiales estarán disponibles en español e inglés.

La autenticación multifactor del portal CCAP ya está en funcionamiento
Hola, proveedores de CCAP,
¡El portal para proveedores de CCAP ahora requiere autenticación multifactor (MFA)!
Si no has iniciado sesión en el portal de proveedores de CCAP desde que se agregó la MFA el 3 de mayo, tómate un minuto para iniciar sesión y asegurarte de que puedes acceder a tu código de MFA en la dirección de correo electrónico vinculada a tu cuenta del portal de proveedores. Si tienes problemas para acceder al código de MFA o para iniciar sesión, mándanos un correo a DHS.ChildCare@dhs.ri.gov.
A partir de ahora, cada vez que inicies sesión en el portal de proveedores de CCAP, recibirás un correo de ‘no-reply@uhip.ri.gov’ con una contraseña de un solo uso que necesitas para completar tu inicio de sesión. Puede que tengas que revisar tus carpetas de spam o correo no deseado y agregar este correo como contacto para asegurarte de que futuros correos no se filtren a tus carpetas de correo no deseado.

Actualización completa de la verificación de antecedentes
Estimados proveedores –
Hoy estamos emitiendo la siguiente actualización sobre: la Oficina del Fiscal General (Attornery General’s Office) y las verificaciones de antecedentes integrales sin costo.
Seguimos comprendiendo la crisis de personal en el sector del cuidado infantil y queremos asegurarnos de que no haya barreras significativas en el costo de la contratación de personal. RIAG continuará cediendo las tarifas asociadas con la verificación integral de antecedentes para el personal de cuidado infantil y redirigirá esos costos al DHS para reembolsar a través de facturas trimestrales hasta el 30 de junio de 2026.
El personal del centro de cuidado infantil, los proveedores de cuidado infantil familiar y los miembros del hogar aún deberán proporcionar una declaración jurada firmada por su empleador con licencia del DHS que valide su empleo antes de que RIAG procese la verificación integral de antecedentes. La única forma en la que podrá recibir la verificación de antecedentes sin costo alguno será con la declaración jurada firmada. Si no tiene la declaración jurada, la oficina de RIAG no puede confirmar que usted es un empleado de cuidado infantil.
Un recordatorio importante sobre este proceso es que cuando complete su verificación de antecedentes sin costo en la oficina del Fiscal General, recibirá dos documentos por separado que cuentan como parte de sus huellas dactilares completas.
- Su BCI local se le proporcionará al momento, ésta es una de las piezas de su verificación de antecedentes. Usted es responsable de asegurarse de que su empleador obtenga una copia de este documento.
- Su verificación completa de antecedentes penales se proporcionará dentro de las 48 horas posteriores a que vaya a la oficina del Fiscal General. Se enviará por correo electrónico a la dirección de correo electrónico que aparece en la parte inferior de su declaración jurada y, si proporcionó un correo electrónico, también se le enviará. Esta segunda pieza abarca los elementos restantes que completarán la documentación de sus antecedentes.
Ambos son igualmente importantes cuando se trata de una verificación de antecedentes completa y exhaustiva para ser considerado “cumplidor” y tener una verificación completa.
