Dear Valued Providers,
As many of you know, the next phase of the Rhode Island Starts Early System (RISES) went live last week. This means that we now have a new data system specifically designed for child care licensing and CCAP application and enrollment. We will be discussing this system more at our All Provider meeting this week. As a reminder, if you have not registered, an email was sent out yesterday with the registration link.
First and foremost – this is a brand new system and we expect to see some glitches and enhancements as we move forward. As you start to get into the system and learn, please do not hesitate to reach out with any questions, comments, concerns, thoughts, etc., that you may have. The point of this system is to be beneficial to you all as providers. While there will be some growing pains, we are excited about the ease of use for providers and the data we will be able to gather to support future work. Stay tuned in the coming weeks for an incentive for providers to get into the system early!
While we will discuss this system at greater length later this week, we wanted to make aware of a few key points during this transition.
- You will begin receiving notification of renewals being due. Please note that you will temporarily receive this email even if you have sent in your application via mail or through the earlylearningprograms.dhs.ri.gov website. For future renewals this will not occur. If you receive the reminder and have sent the renewal already, please just disregard.
- If you receive a notification and are unsure if your program is due for renewal, please check your license for your expiration date. Our RISES system starts sending notifications 90 days prior to expiration. Therefore, if you were scheduled to renew in May, you will start receiving those notifications this month. We are working with our vendor to improve the language in those emails to make it very clear when your license expires.
- With this new system, we are no longer able to access our previous licensing system, which we shared with DCYF. Because of this, we are experiencing a brief pause in updating licenses, including renewals, capacity changes etc.
- The really, really good news is that this new system allows us to generate licenses electronically. When we do this, you as the provider will receive notification that the license has been generated. You will be able to log into RISES to not only see the license but also print and post your copy. No more waiting for the mail! Of course, if you would like us to print and mail you a copy, we can but we strongly encourage everyone to use this as an opportunity to print on your own.
- If you are set to expire this week or have recently requested an updated license/capacity, DHS will be sending you an email that you are approved for those changes. The same is true of any changes to Assistants for Family Child Care Providers. Those emails can serve as evidence that you are approved until you are able to print the license on your own. We anticipate being able to start generating licenses by end of this week. Please outreach the Child Care Licensing team with any questions at childcarelicensing@dhs.ri.gov.
We look forward to discussing this system more on Thursday! In the meantime, please continue to prioritize supporting your staff in creating workforce registry profiles and associating them with your system. With this new phase launching, this is even more important and helpful to you as the provider.

Como muchos de ustedes saben, la próxima fase del Sistema de Inicios Tempranos de Rhode Island (RISES, por sus siglas en inglés) se puso en marcha la semana pasada. Esto significa que ahora tenemos un nuevo sistema de datos diseñado específicamente para la concesión de licencias de cuidado infantil y la solicitud e inscripción de CCAP. Discutiremos más sobre este sistema en nuestra reunión para todos los proveedores esta semana. Como recordatorio, si no se ha registrado, ayer se envió un correo electrónico con el enlace de registro.
En primer lugar, este es un sistema completamente nuevo y esperamos ver algunos fallos y mejoras a medida que avanzamos. A medida que comience a ingresar al sistema y vaya aprendiendo, no dude en comunicar preguntas, comentarios, inquietudes, pensamientos, etc. que pueda tener. El objetivo de este sistema es que sea beneficioso para todos ustedes como proveedores. Si bien habrá algunos problemas de crecimiento, estamos entusiasmados con la facilidad de uso para los proveedores y los datos que podremos recopilar para respaldar el trabajo futuro. ¡Estén atentos en las próximas semanas para conocer detalles acerca de un incentivo que estará disponible para aquellos proveedores que ingresen toda su información al sistema temprano!
Si bien discutiremos este sistema con más detalle a finales de esta semana, queríamos discutir algunos puntos clave durante esta transición.
- Comenzará a recibir notificaciones de las renovaciones que vencen. Tenga en cuenta que recibirá temporalmente este correo electrónico incluso si ha enviado su solicitud por correo o a través del sitio web de earlylearningprograms.dhs.ri.gov. Para futuras renovaciones, esto no ocurrirá. Si recibe el recordatorio y ya ha enviado la renovación, por favor, ignórelo.
- Si recibe una notificación y no está seguro de si su programa debe renovarse, verifique la fecha de vencimiento de su licencia. Nuestro sistema RISES comienza a enviar notificaciones 90 días antes de su vencimiento. Por lo tanto, si estaba programado para renovar en mayo, comenzará a recibir esas notificaciones este mes. Estamos trabajando con nuestro proveedor para mejorar el lenguaje de esos correos electrónicos para que quede muy claro cuándo caduca su licencia.
- Con este nuevo sistema, ya no podemos acceder a nuestro sistema de licencias anterior, que compartíamos con DCYF. Debido a esto, estamos experimentando una breve pausa en la actualización de licencias, incluidas renovaciones, cambios de capacidad, etc.
- La buena noticia es que este nuevo sistema nos permite generar licencias electrónicamente. Cuando hagamos esto, usted, como proveedor, recibirá una notificación informándole que se ha generado la licencia de su programa. Podrá iniciar sesión en RISES no solo para ver la licencia, sino también para imprimirla y así publicar su copia. ¡No más esperas por el correo regular! Por supuesto, si desea que imprimamos y le enviemos una copia por correo, podemos, pero recomendamos encarecidamente a todos a que aprovechen esta oportunidad para imprimir por su cuenta.
- Si está a punto de expirar esta semana o ha solicitado recientemente una licencia/capacidad actualizada, el DHS le enviará un correo electrónico para informarle que está aprobado para esos cambios. Lo mismo ocurre con cualquier cambio en los Asistentes de los Proveedores de Cuidado Infantil Familiar. Esos correos electrónicos pueden servir como evidencia de que está aprobado hasta que pueda imprimir la licencia por su cuenta. Esperamos poder empezar a generar licencias a finales de esta semana.
