Register for the 2025 CELP Virtual Half-Day Conference: Supporting All Learners

We are excited to announce CELP’s First Virtual Half-Day Conference: Supporting All Learners! Thanks to the support of DHS and RIDE, this is free to all early childhood educators in Rhode Island!

Our day will begin at 8am with a fabulous Keynote Speaker. Access to this is included in your workshop registration so, you will not need to register for this separately. Workshops start at 9am and end at 12pm; with each workshop focused on topics of interest for RI’s early childhood educators.

Instructions: You will be able to register for one workshop of your choice. The workshops will be interactive and will include a short break, and you can earn up to 4 PD hours by participating in the Keynote and a Workshop. Closer to the Conference date of Saturday, March 8th, the Zoom links for the Keynote Speech and workshops will be made available. We can’t wait to see you!

Every Child, Every Chance: Reimagining What’s Possible with Taylor Passmore, MSEd.   
A discussion of how and why positive assumptions and quality interactions from every early childhood professional makes lasting impact on every child. Let’s wonder together!

Workshop Options

Building Big Feelings in Little Ones: Supporting Emotional Literacy with Infants and Toddlers
Discover how to turn everyday moments into powerful opportunities for emotional growth. This engaging session will equip you with simple, effective strategies to help infants and toddlers recognize, express, and manage their feelings. Learn how responsive interactions and thoughtful environments can build a strong foundation for emotional resilience. Walk away with practical tools to nurture big hearts in the littlest learners!

Exercising Whole Leadership: A Matter of Interdependence
To create the conditions that are most likely to sustain and improve organizational quality, the leadership that resides within an early care and education program must demonstrate all three of the whole leadership domains (leadership essentials, administrative leadership, and pedagogical leadership). This session explores participant leadership journeys related to the Whole Leadership Framework while also providing an overview of each domain. Participants will learn how to increase staff use and implementation of organizational practices by focusing on a method that taps into the interdependence of the domains.

Prepping for Your Summer Program
In this workshop we will explore the basics of summer programming. Whether you are new to summer programming or are seasoned staff in need of a few reminders or new ideas we have you covered.  We will explore the importance of summer programming and discuss essential policies and procedures that administered staff should have in place. We will also discuss how to navigate RI DHS regulation compliance and safety. We will also cover group management strategies, how to implement youth choice, program structure and curriculum ideas that will keep the “summer fun” while supporting learning. There will be lots of opportunities to share ideas, collaborate and ask questions!

Supporting Language and Literacy Development for All Learners
In this workshop we will explore Oral Language Development, The Science of Reading, and how to support Multilingual Learners. We will demonstrate how early success in language development lays the foundation for future academic learning including literacy development. We will unpack the meaning of the Science of Reading and how to best support Multilingual learners in the classroom.

Understanding Autism in The Young Child
Autism impacts all aspects of a child’s development. Participants will learn more about the underlying challenges of autism and the role it plays in their classroom behavior and learning. This foundational knowledge of autism will lead professionals to see the child’s challenges through the lens of autistic neurology rather than “intentional behavior.” This workshop will be presented by Cheryl Cotter of Educational Consulting.

Using Picture Books to Support Social and Emotional Learning
Children’s books are an amazing resource for teachers in the early childhood field!  Not only are they FREE at your local library, but they can also be used to teach all of the Rhode Island Early Learning and Development Standards (RIELDS). This workshop will focus on how participants can choose and use high-quality picture books to support the social and emotional development of children ages 3-5. Participants will leave with a list of amazing books, and practical strategies for how to use them! This workshop is designed for educators and support staff working in preschool classrooms.

Important Information about Your RISES, CELP, and ProSolutions Accounts

Thank you for taking a moment to read through this important information about your RISES, CELP, and ProSolutions accounts. We are hopeful this answers any questions regarding external professional development, ProSolutions (Health & Safety), and recent emails sent to some early childhood professionals.
There are several systems to be aware of as the RISES Workforce Registry implementation continues.

  • First, it is important to ensure you have a RISES account if you do not have one yet. Instructions are below for those who need them.
  • Second, please input your RISES-issued Workforce ID into your CELP account exactly how the RISES system issued it to you. Instructions are included below for those who need them.
  • Third, the CELP and ProSolutions have shared guidance on ensuring your workforce ID is also included in your ProSolutions account. Please also confirm your last name matches between your ProSolutions account and your CELP account. This allows the health and safety PD (amongst other ProSolutions courses available to you) to transfer into your CELP account. Which then pushes to your RISES account.
    • Suggestion: copy and paste your workforce ID from your RISES account to enter it into the ProSolutions account.

If you have received an email from the CELP, please do not disregard an email communication from the CELP (info@center-elp.org) as these emails are to alert you if we have found an error that prevented a successful data push and we want to help correct this so we can get your data into the system. ProSolutions data will be managed automatically between the CELP and ProSolutions systems and should NOT be entered into the external professional development submission via the CELP application system.

If you have any questions, please do not hesitate to reach out to the CELP Infoline at info@center-elp.org or call 401-736-9020. We appreciate your patience with this new process.  Once this is done, you should not have to do it again as the systems will be able to verify using your unique workforce ID and additional identifiers, including account last name.

News from DHS

RESCHEDULED: All Provider Meeting February 2025

Due to our translation services falling through as well as some initial RISES feed issues we need to rectify in a timely manner, we need to re-schedule this All-Provider meeting. The reschedule date will be Thursday, March 6th for both English and Spanish (same times as today).

You will have to re-register and I will provide the links before the end of the day today. I am so sorry for the short notice! Please reach out if you have any questions!

News from DHS

Provider Email Update re: CCAP Portal

Valued CCAP Providers,

Thank you for your efforts logging in to the CCAP Provider Portal this week and your patience as we work through password resets and access for everyone. If you have not yet logged into the CCAP Provider Portal, please do as soon as possible as you will have to submit attendance for Batch 20.

Portal Access and Password Resets

Access the portal here: https://www.ccap.dhs.ri.gov. You will need your existing username and password to log in. Upon logging in, you will be prompted to reset your password. If you need assistance re-setting your password, please email dhs.childcare@dhs.ri.gov with your name, your username, email address, and your CCAP provider ID number.

Enrollments and Disenrollments

Review your enrollments and disenrollments:

  1. 1.Enroll children effective the current week or later. Submit back billing for prior weeks as needed. (Back Billing Forms)
  2. If a child is no longer in your program, please disenroll that child effective no earlier than 2/15/25 (or later if they disenrolled after 2/15/25).

Attendance and Payments for Batch 19 and 20

Attendance for Batches 16, 17, 18, and 19 will be auto-populated with status “Absent – Notice Available.” You do not need to enter any attendance for these batches.

 Batch 19 (service weeks 1/19/25 and 1/26/25) will be paid as scheduled through direct deposit (or paper check based on your selected payment method) on Thursday 2/20/25. This payment will be based on enrollments in Bridges as of 2/12/25.

Batch 20 (service weeks 2/2/25 and 2/9/25) payment will be based on attendance. You will be required to submit Batch 20 attendance in the CCAP Provider Portal as usual. As a reminder, the attendance submission deadline for Batch 20 is Friday, February 21st.

Ineligible Children

OCC will work individually with providers who cared for children who were found to be ineligible for CCAP or for fewer hours than care was provided. Payment for these children will continue through service week 2/9/2025 (week 2 of Batch 20). If there are children in your care who have not provided you with an active CCAP certificate number, please have the family reach out to the DHS field office at 1-855-697-4347 or visit any of the DHS regional offices for assistance.

News from RIDE

Rhode Island Reads:
2024 Comprehensive Literacy State Development Grant Application is Now Live!

RIDE recently received a $40 million federal grant to improve literacy outcomes for RI students, birth through grade twelve. The grant will focus on developing literacy coaching structures, strengthening partnerships with educator preparation programs, and reimagining systems for multi-tiered systems of support (MTSS).

RI local education agencies (LEAs) and community based organizations (CBOs) are encouraged to review the goals of the grant and the scope of work overview. The grant is divided into three divisions: Birth-PK, Elementary (K-5), and Secondary (6-12). Please note that the window to submit questions closed on Friday, February 14th.

Bienestar para proveedores y educadores de cuidado infantil
Este taller brindará una introducción a los educadores de niños pequeños (proveedores y maestros de cuidado infantil familiar) con una descripción general de las estrategias para aliviar el estrés, el trauma y otros desafíos comunes que se enfrentan en los entornos domésticos y de cuidado infantil de hoy. El enfoque de Bienestar de educadores es ayudar a integrar prácticas que apoyen el bienestar de los adultos en sus rutinas diarias y en los sistemas y las estructuras de programas. Se compartirán herramientas para la reflexión y aplicación de estas estrategias.

Información importante sobre tus cuenta con RISES, CELP, y ProSolutions

Gracias por tomarte un momento para leer este comunicado importante sobre tus cuentas con RISES, CELP y ProSolutions. Esperamos que esto aclare cualquier pregunta que tengas con respecto al desarrollo profesional externo, ProSolutions (Salud y Seguridad) y los correos electrónicos recientes enviados a algunos profesionales de la primera infancia.

Hay varios sistemas que se deben tener en cuenta a medida que continúa la implementación del Registro de personal de RISES.

  • En primer lugar, es importante asegurarse de tener una cuenta RISES si aún no tienes una. A continuación, encontrarás instrucciones para quienes las necesiten.
  • En segundo lugar, ingresa tu ID de fuerza laboral emitida por RISES en tu cuenta CELP exactamente como la emitió el sistema RISES. A continuación, se incluyen instrucciones para quienes las necesiten.
  • En tercer lugar, CELP y ProSolutions han compartido una guía para garantizar que tu ID de fuerza laboral también esté incluida en tu cuenta ProSolutions. Confirma también que tu apellido coincida entre tu cuenta en ProSolutions y tu cuenta en CELP. Si has recibido un correo electrónico del CELP, no ignores la comunicación por correo electrónico del CELP (info@center-elp.org), ya que estos correos electrónicos son para alertarte si hemos encontrado un error que impidió que se enviaran los datos correctamente y queremos ayudar a corregirlo para que podamos ingresar tusdatos al sistema. Los datos de ProSolutions se gestionarán automáticamente entre el CELP y los sistemas de ProSolutions y NO deben ingresarse en el envío de desarrollo profesional externo a través del sistema de solicitud del CELP.

Actualización por correo electrónico del proveedor RE: Portal CCAP

Estimados proveedores de CCAP,

Gracias por sus esfuerzos al iniciar sesión en el Portal de proveedores de CCAP esta semana y su paciencia mientras trabajamos en el restablecimiento de contraseñas y el acceso para todos. Si aún no ha iniciado sesión en el Portal de proveedores de CCAP, hágalo lo antes posible, ya que tendrá que enviar su asistencia para el Lote 20.

Acceso al portal y restablecimiento de contraseñas 

Acceda al portal aquí: https://www.ccap.dhs.ri.gov. Necesitará su nombre de usuario y contraseña existentes para iniciar sesión. Al iniciar sesión, se le pedirá que restablezca su contraseña. Si necesita ayuda para restablecer su contraseña, envíe un correo electrónico a dhs.childcare@dhs.ri.gov con su nombre, su nombre de usuario, dirección de correo electrónico y su número de identificación de proveedor de CCAP.

Inscripciones y cancelaciones de inscripciones  

Revise sus inscripciones y cancelaciones:

  1. Inscribir a los niños a partir de la semana actual o más adelante. Envíe la facturación de las semanas anteriores según sea necesario. Back Billing Forms (Formularios de Facturación Retroactiva)
  2. Si un niño ya no está en su programa, cancele la inscripción de ese niño a partir de no antes del 2/15/25 (o después si canceló la inscripción después del 2/15/25).

Asistencia y pagos para los lotes 19 y 20

La asistencia para los lotes 16, 17, 18 y 19 se completará automáticamente con el estado “Ausente – Aviso disponible”. No es necesario introducir ninguna asistencia para estos lotes.

El lote 19 (semanas de servicio 1/19/25 y 1/26/25) se pagará según lo programado a través de depósito directo (o cheque en papel según el método de pago seleccionado) el jueves 2/20/25. Este pago se basará en las inscripciones en Bridges a partir del 2/12/25.

El lote 20 (semanas de servicio 2/2/25 y 2/9/25) se basará en la asistencia. Se le pedirá que envíe la asistencia del Lote 20 en el Portal de proveedores de CCAP como de costumbre. Como recordatorio, la fecha límite de presentación de asistencia para el Lote 20 es el viernes 21 de febrero.

 Niños no elegibles

OCC trabajará individualmente con los proveedores que cuidaron a niños que se determinó que no eran elegibles para CCAP o por menos horas de las que se brindó la atención. El pago de estos niños continuará hasta la semana de servicio 2/9/2025 (semana 2 del Lote 20). Si hay niños bajo su cuidado que no le han proporcionado un número de certificado CCAP activo, haga que la familia se comunique con la oficina local del DHS al 1-855-697-4347 o visite cualquiera de las oficinas regionales del DHS para obtener ayuda.
